The terrain generator (which includes the topography generator) is in
our git repository in the directory "terraingen".  Scott Penrose
submitted its source code a few months ago, and Tobias did some work
on it.

For the real work, it looks like it calls the GDAL programs
(http://www.gdal.org/).
