Since I use a german version of Windows I hope I hit the right translations:

Rightclick on the executable -> Create Link (Verknüpfung erstellen)
Rightclick on link -> Properties (Eigenschaften) -> Tab: Link (Verknüpfung) -> Target (Ziel)
The value should look like "C:\Users\Turbo\XCSoar\XCSoar.exe"
Change that to "C:\Users\Turbo\XCSoar\XCSoar.exe -portrait" (with a space after .exe !!)
Click Ok and start the application with the link.

Please excuse my basic ignorance as I work in a Macintosh environment and have almost no experience on a PC.

1. I click directly on the file titled "XCSoar-2010-09-21.exe" to launch the application. Not sure what you mean by create a link? When I change the file name to "XCSoar-2010-09-21.exe-portrait" it will not work? I created a shortcut on the desktop with the name XCSoar-2010-09-21.exe-portrait and it launches the application but still in the landscape mode. Is that what you meant I should do?

2. I copied the file inside My Documents, inside XCSoarData. The file is named SCOH.xcm

The XCSoar-2010-09-21.exe application is inside My Documents, inside Downloads, inside XCSoar, inside Version 9_21_10

I am starting to experiment with the new stable vers. 6 from Max. Three questions.

Running it in SIM mode on my PC it comes up in landscape mode. Since I use it on my iPaq in Portrait mode, is there a way to change the orientation on the PC?
Yes. Create a link to the application and add " -portrait" after the "XCSoar.exe".

Also on the PC, I get no map or terrain even though I specified the same file I am currently using on the iPaq. I will check again to be sure I did not make a mistake but am I missing something here? Is it because there is no gps signal?
Where did you copy the files?!

On the PC or iPaq, in sim mode, is there a way to get the glider into thermalling mode to explore the options in that mode?
Not yet, but we're working on it... You could however configure XCSoar to show the Heading infobox, click on it and press and hold left or right... Isn't pretty but works somehow.
