That pilot was using XCSoar version 5.2.2. This old version requires an extra DLL to generate the GRecord. Without the DLL, no GRecord is generated. My educated guess is that the pilot did not have the DLL. The current version 6.0 does not require the DLL, and will append the GRecord to all IGC files.
