It is working good now - I figured that when I was in NYC it could not pick
up a 3rd satellite.  To get the normal map program to work only requires 2
positions but the program tells you height - I believe that requires 3
positions.  It seems any time I do not have a clear view to the south, the
program is waiting for a GPS fix - But what do I know :) - all I know is it
worked well today :)

Before people are going to look for all kinds of errors: I think nothing is
wrong with your device and system. As you said you downloaded the Northeast
maps. When XCSoar starts for the first time it assumes you are somewhere in
middle Europe (thats what was shown on my device the first time). So you
have to wait and be patient, until your device gets the current GPS
coordinates. That's the red circle:  
the device is working on getting a 3D fix.
When you get a fix, then you should see the map and your location. I think
XCSoar saves the last fix, before shutdown, so next time you won't have a
problem.
I assume that your device has an internal GPS?
