John's answer is accurate (and thanks for the acknowledgement).
One possibility that should in theory be very simple, although I've never
explored it, is to use IOIO in its Bluetooth mode (
ytai-mer.blogspot.com/2011/10/ioio-over-bluetooth-or-who-needs-cables.html)
and run the Java library on a PC (possibly with very minor modifications
required to setup the Bluetooth links using non-Android APIs).
Another, more complicated possibility is to use IOIO as a USB device taking
advantage of its OTG capabilities. It may or may not require modifying the
hardware, I have only been playing around with the idea and haven't gotten
around to play with it.
But on the other hand - why not use an Arduino? Can you add more detail on
the application you're trying to achieve?
