Peter,
Could you send a raw NMEA log file (e.g., made via Condor) and your settings 
file (in XCSoarData) as well as the task?
I'll take a look unless someone else is already on the case.
If you can simplify the settings to a minimal case (without terrain, with a 
polar from the built-in list, and so on), then that would greatly simplify 
things.

It doesn't sound like this would be a bug that is specific to your device or 
even Android.
