No this probably doesn't work. The IOIO is a USB Host device, just like your laptop too. Android devices are usually USB Clients because they are supposed to connect to USB Hosts like your laptop. Connecting two USB Hosts isn't really supported by the USB standard so I have my doubts that this would work. What you need is a simple USB-RS232 adapter, not the whole IOIO board.
