XCSoar asks Windows for the best location of XCSoarData, and what you see is Windows's suggestion. If that's wrong - not our fault ;-) What you can do is put XCSoarData in the same folder as XCSoar.exe (since 6.3.6). If XCSoar.exe sees XCSoarData here, it will prefer that.
