Please check if the connection is OK. Config 2/3 -> Devices See if the entry for CAI302 says something like "GPS fix ....".
You might also check the IOIO box. There is an App "IOIO Hardware Tester". It tells you which Android version you have, which IOIO Hardware, Bootloader and Firmware etc. Which Android version are you running on the Streak? The original 2.2 and 2.2.2 have known issues with USB OTG. Updates are possible, but a bit tricky but there are several instructions on the forum. Search for "Olleh rom".
