All the user has to do is create a file with the same name in his
$XDG_CONFIG_HOME dir with Hidden=true to turn the application off.
In KDE we have the Kiosk-mode flags: setting a previous file to Immutable
[$i] makes any override impossible. I wonder if anything similar could be
applied here.

the user's privileges, he could just as well kill it after logon, so
admin-mandated autostarts could be rendered useless.

I agree. It's not very useful, esp. since the user could override the
XDG_CONFIG_DIRS environment variable and thereby exclude the
admin-mandated autostart directories.
