The Icon Naming Specification at Freedesktop, is the one pointed to by Tango. Thus there is no conflict, as they are the same document. :) We (Tango) are working on an icon theme based on this specification, which works on both GNOME and KDE. Others are more than welcome to join, but KDE and GNOME are the big two. While the theme works, by creating a bunch of symlinks to old-style names, it would be nice to also get the code to follow the naming spec as well. I've been working on a few patches for GNOME to do this, and will also be migrating gnome-icon-theme to the spec, in the coming months.
