My opinion is we'd better leave stemming (and diacritic sensitivity) out and let each back-end play its specific strengths as it likes to find the best matches.
Ok, the basic idea was simply that both '- and "-quoted strings would be phrase searches. Heuristically speaking " would be a hint to the search engine to be a little stricter on the matching than a '. Cheers, Mikkel
