My point is, I can hardly imagine someone who would prefer exactly the same WM regardless of the desktop in use, regardless of whether it's a local or remote session. Other than that how do you plan to tell an average user Jane to switch her GNOME WM from say IceWM back to Metacity if an admin decides to set a global ENV variable thus overriding all users' desktop defaults? Would you tell her to launch vim and try to edit all of her dot-rc files? WM is a per-session preference and it belongs there.
