Evolution (and thus GNOME) uses the Evolution Data Server for
addressbook storage, so multiple clients can use it (for example the
Pimlico PIM suite, and the GNOME panel clock shows tasks/events). A
central database file isn't a solution, because it doesn't give you
change notifications.
KDE has a system I've forgotten the name of.
Oh, and for mail, just run a local IMAP server. :)
