To get more specific: I think this should be a pretty small and simple standard. Applications should completely avoid using Meta/Super. DEs/WMs shouldn't be required to use Meta/Super for everything, but they should try to use Meta/Super, especially if they have shortcuts that conflict with Linux apps. This way Alt+Tab can continue being used since apps avoid it.
