Summary: Catalina fails to deploy web.xml
Initial Comment:
I have used WEBDOCLET to build the web.xml. The
problem is it needs an EMPTY <distributable> tag.
There seems to be on way to achieve this. The only
options are "TRUE" or "FALSE".

Not quite sure how this got fixed. But I just committed a
change to ConfigTagsHandler to ensure that Boolean true and
String true would equate to equal. See
