Imho anything which is considered part of the core (xdoclet's core,
xjavadoc, xtags, xdocletgui, ...) should be consistently BSD copyrighted
by xdoclet team. Ppl are free to contribute "modules" which have non-BSD
license, and it should be designated in the readme file of that module.
