My understanding of GUI - it has to be run standalone
( or inside of some wierd IDE - whatever ).

GUI uses xjavadoc as parsing tool, so it needs it
in separate module. 

I would favor to rework module structure of  xdoclet
( by defining synthetic modules ) tobe like
jboss-one:

1. standalone modules for xjavadoc and xtags
( which can be compiled alone, and be integrated
in other checkouts/builds via "modules" file in
CVSROOT

2. Modules for GUI & xdoclet - they shall checkout
xtags / xjavadoc under own tree and integrate it in
their build process. 

As you may see, I fawor to made xtags separate module,

because we need possibility to check sources to be
processed by xdoclet.
