The problem lies in detail. I initially wrote tag description xml file. It worked with it fine. Then xtags.xml was broken in parts, which reside in different modules. For now, there is no decision how to load those broken out xtags files. I'm faworing to expand XDocletModule to load and parse own xtags, and to offer them for those who ask for it. But on the eve of new xdoclet release - no new features into core.
