If you work with CVS version, you may try to rig up
log4j properties so that you can see what
xjavadoc/xdoclet combo  does. 
( ant configlog4j )

And there is already similar issue raised on xjavadoc.
Another possibility ( not such uncommon ) is that
there
may be an bug in xtags.xml definition
( they are currently used only for XDocletGUI and
documentation , so they are not guaranted to be bug
free. Especially those I do not use on daily basis )
