As long it's perl ( mod perl ) and does not introduce
serious security problems, I can offer my webserver
( http://www.pribluda.de/ ) - it's
dedicated, I have root access,  mysql, not so old
apache / perl.

I'm also about to cut traffic costs on my by axing
my website with java games which generates a lot of
traffic, but no revenue...

One gig/month is always paid for...
