Search JIRA before you start coding? (Seriously) If it's there, you can see if someone else is working on it already and save yourself the effort (or help them). If it's not, then raise an issue, add a comment saying you're doing it, and you might save somebody from duplicating effort. Plus, there's somewhere to upload your patch when it's done, and we have an issue number to put against it when we commit to CVS.
