In order to make this easier, it would be nice if the localised versions of the properties files (i.e. the ones stored under the modules/X/resources in CVS) were built into their own locale-specific jars (e.g. xdoclet-pt_BR-locale-${version}.jar etc.) instead of being included in the main core & module jars. The base locale versions of the properties files (i.e. those generated from the various Messages classes) should continue to be included in the modules' jars. In addition, it would make life easier for translators (and hence improve the chances that anyone might actually submit a translated version some day) if the default locale files were also bundled up into a single jar (xdoclet-base-locale-${version}.jar). Then, all they'd need to do is download, unjar, translate, jar & upload to JIRA...
