Your review of the code is correct. This bug was actually a user configuration issue.
Upon further review there is no problem with the implementation at all. Please close
this bug with an 'Invalid' status, or the equivalent. Sorry for the false alarm.

When you set the weblogic version to 6.1, the weblogic-ejb-jar.xml file still shows a
DTD of:
<!DOCTYPE weblogic-ejb-jar PUBLIC "-//BEA Systems, Inc.//DTD WebLogic 7.0.0 EJB//EN"
"http://www.bea.com/servers/wls700/dtd/weblogic-ejb-jar.dtd";>
However, the value "-//BEA Systems, Inc.//DTD WebLogic 7.0.0 EJB//EN" is rejected by
WebLogic 6.1 at deployment.
