Did you add the JSTL jar to webdoclet's classpath?  If not, the parser has no way of 
knowing that your tag actually extends Tag, which could cause it to be skipped.

Description:
I have been experimenting with the new features provided by the JSTL.  I subclassed 
ConditionalTagSupport, and found that the web module for XDoclet was not generating 
entries into my TLD file.  Other classes which extended the standard BodyTagSupport 
were being processed correctly.  As a work-around I added "implements Tag" to the 
offending classes and the TLD entries were generated.
