if / when we do a release, we should announce a quiet perio in cvs, where no cvs activity should happen other than the release master doing things like bumping version numbers or adding change log information.
The quiet period should be imho announced one or two days in advance and last until the release is tagged.
Everyone should then build based on the release tag and see if his/her normal projects don't break.
So, when do we do it? :-)
