Thanks Andrew, actually that is what I originally had, as someone had mentioned
that before (despite the doco saying version). It does not appear to work
either, that is why I am perplexed :-)

Description:
This module appears to not use the version setting when generating the DTD
definition at the top of the struts-config.xml file.
No matter what I set I get the following:
<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts
Configuration 1.0//EN"
"http://jakarta.apache.org/struts/dtds/struts-config_1_0.dtd">
after setting:
maven.xdoclet.webdoclet.strutsconfigxml.0.version=1.2
I had expected:
<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts
Configuration 1.2//EN"
"http://jakarta.apache.org/struts/dtds/struts-config_1_2.dtd">
Is this correct? or is there somewhere else to set it?
