To specify additional container-transaction elements, add a file in the merge
directory called ejb-container-transactions.ent that contains them - instead of
assembly-descriptor.xml in xdoclet version 1.2.1. Then everything works.

Description:
After updating from xdoclet 1.2.1 to xdoclet 1.2.2 or xdoclet 1.2.3 the
following error occurs.
Using container-managed transactions for Message-Driven-Beans, Session-Beans
and Entity-Beans - by setting the transaction-type attribute of @ejb-bean to
Container and using the @ejb.transaction tag on class-level or method-level -
has no effect, cause nothing is written to the assembly-descriptor-section in
the ejb-jar.xml.
