It doesn't contain the built jars, it just contains a snapshot of the latest 
CVS sources which you can then build yourself.  If you've got a CVS client and 
there's no firewall in the way preventing access, you can get the same by 
checking out the xdoclet-all module via anonymous CVS (details on the SF 
project page).  The zip is an alternative for anyone who can't access the CVS 
server.

What zip utility and platform are you using?  It unzips just fine for me:

If you're able to verify an MD5 checksum, the current zip (as of 10pm last 
night, which won't be updated till the same time tonight) has a checksum of

196a2fb9fb167d5db7e7cb9899b79cb2  xdoclet-cvs.zip

Can you double-check the file size too, in case it's not downloaded fully?
