Go to Sun, 
http://java.sun.com/products/jms/docs.html
download "Download the version 1.0.2b API Documentation, Jar, and Source"
extract zip file, rename jms.jar to jms-1.0.2b.jar and place it 
in {maven local repo}/javax.jms/jars/
