in this case you do not need such taglib

They do not mandate this. There is an ant task to
invoke xdoclet-2 and you can use this.
Plugins itself are build with maven-2 ( formerly
maven-1, but this is not working anymore ) because
we choose to do so.
You can build your plugin with ant.
