I don't see why they should stay, indeed. I'd even go as far as asking
if the m1 needs to be maintained. (also, shouldn't it be residing next
to the m2 plugin ?)

otoh, /reference (generating and uploading the docu, as far as I
remember) does not have an m2 build.
While at cleanup, there's maybe something to be done with regards to
sample-web vs testapp-* - are any of these still relevant ?
