No. This mandates the declaration of that repository for each and every project that wants to use xdoclet (while xdoclet itself is mirrored in the central). See GRA-14 - since it's more than likely that a next version of jelly-tags-xml will not be released, I'd be in favor of copying those tags in our codebase, use them instead, and depend on a sane version of jellx-tags-xml
