Just add a line like this in start of your template file: <XDtTagDef:tagDef namespace="Doc" handler="xdoclet.doc.tags.DocumentationTagsHandler"/>
Don't forget to put the tag handler in xdoclet task's classpath! In v1.2 there will be some other ways to do it too.
