That's what I think too. If you want to do serious development, you need to stay in tune with what's going on in the java space and that's only possible by reading articles on the net. The vast majority of all articles is published in english. Even people from non-english speaking countries write their papers in english nowadays.
Besides that I don't believe that most non-english communities are strong enough to give durable support for their language. If so, why isn't there a significant amount of non-english xdoclet howtos in other languages? To support more than the default programming language just eats up resources, which could otherwise be used in development of new features etc. Furthermore if there would be information in e.g. german only, than this information would be almost lost for every non-german speaker. That doesn't make any sense to me. English is the language of software developers. The only exception is shallow programming with things like VBA etc, but I believe that is not the same league (not even the same game) as xdoclet. To rephrase that in one sentence.
