Just look at any other web.xml file...  web-security will contain just
the relevant security element(s).

Or, to put it another way (as the generated docs in the next release
will say), it should be an XML unparsed entity (i.e. won't necessarily
be well-formed) containing the (security-constraint*, login-config?)
elements for the web application.

If you need more details on the sub-elements of those ones, see Sun's
DTD for web.xml files or any web app tutorial.
