I did not add to the xdoclet task's classpath the struts libraries.

my struts-config.xml is not filled with :
<form-bean name="ulForm" type="xxx.struts.forms.UnitaLocaleForm" />
which in turn appears if I let the form extend ActionForm instead of ValidatorForm: but this worked on another project!
