Actually xdoclet looks for changes in source files and
makes honest attempt to save time. But it's not always
possible. 

For example, all  descriptors must be regenerated 
completely if one of source files changed. 

Merge files  also complicate things...

If you believe that there is error, pease file JIRA 
issue.
