I've spent the night scouring google, and have yet to come up with the right
incarnation of search words, or my examination of the struts-form.xdt is
correct.
what version of XDoclet are you using?
patches have been applied to do what you want, i believe:

So, it seems neither the strutsform subtask of ejbdoclet, nor the strutsvalidationxml subtask of webdoclet, will ever generate a validation.xml containing the formset from my EJB.
<strutsform> is what is supposed to get stuff to the form bean, and then <strutsvalidationxml> will take it from the form bean to the validation.xml file.
