No.  The parser xdoclet uses to extract the metadata only understands
java source files, not JSPs.

Given a suitable grammar, I guess a suitable parser for JSPs could be
constructed, but the 1.2 code is fairly tightly tied to the existing
parser.  2.0 separates things out better, I believe, so it might be more
possible for that; you could always raise an enhancement request in the
XDoclet 2 and/or web plugin's JIRAs
