I changed my target as per the suggestion.
The target is now:
<target name="todo" depends="compile, compile_test">
<mkdir dir="${build.docs}/todo"/>
<documentdoclet destdir="${build.docs}/todo">
<fileset dir="${src}">
<include name="*/**.java"/>
</fileset>
<info tag="todo"/>
</documentdoclet>
</target>
My todo list is still empty.
I'm sure that I'm just doing something very stupid!!
