It's found at http://opensource.atlassian.com/projects/xdoclet/ You'll have to create an account on it in order to raise issues (or vote for issues, to help guide the developers' efforts); the email address only gets used to notify you of changes to your issues (and any others you Watch). Once you log in there's an option "Create New Issue" added to the header bar. The rest should be relatively straightforward.
