For an example app, you can checkout my AppFuse application, which uses XDoclet heavily to generate ActionForms from POJOs, validation.xml, struts-config.xml and web.xml (as well as some taglibs). It also uses XDoclet for Hibernate.

XDoclet allows you to build struts-config.xml, web.xml and validation.xml based on javadoc tags in your source files. Does that help you?
