There is no need to merge. You can define multiple Validator files in struts-config.xml. This is the one we use:

<plug-in className="org.apache.struts.validator.ValidatorPlugIn">
<set-property property="pathnames" value="/WEB-INF/validator-rules.xml,/WEB-INF/custom-validator- rules.xml,/WEB-INF/validation.xml" />
</plug-in>


validation.xml is the generated file, the others are the built-in rules and our custom rules.

      * @struts.validator-var name="maxlength" value="2000"
