If it's a patch for an existing issue, attach it to that.  If it's a new
enhancement, raise an issue for it and attach it there.

It's in the xtags.xml file in the module's src/META-INF directory.  You
can probably figure out the DTD from existing entries, or you can find
it under xdocs/dtds in the source (or online at
http://xdoclet.sourceforge.net/dtds/xtags_1_1.dtd)
