Does the xjavadoc.jar have to be in its own directory under
$repo or does it go into $repo/xdoclet ?
It looks like it can go in $repo/xdoclet/jars, based on the dependency declaration in:
http://cvs.sourceforge.net/viewcvs.py/xdoclet/xdoclet/maven/project.xml?rev=1.6&view=auto
This was not the case in 1.2, and was the cause of major headaches for a lot of people. One
of the Maven developers eventually made a symlink to the xdoclet dir named xjavadoc, in
order to solve this.
