Have you looked in the cactus-ant-1.6.1.jar and verified that it contains the missing class? Have you verified that all the JARs do indeed exist at the locations you have specified? Have you tried the Cactus mailing list? Everything looks fine otherwise, save for the "Override ignored for property cactus.jar", so I'd doubly verify that that JAR property is correct.
