It shouldn't be either.  Known bug in the documentation (XDT-619), due
to the setWelcomeFiles(ArrayList welcomeFiles) method in the subtask. 
In the next version that attribute won't appear in the list.  The
correct approach is to use one or more nested
<welcomefile file="foo.htm"/>
elements instead.
