Yes , it is.

2.0 is released and is in codehaus repository.
JIRA / Sources are also there. Maven takes care about 
downloading. 

Though yuo do not need much infotmation about xdoclet
itself, it's plugins which do the job
( http://www.sourceforge.net/projects/xdoclet-plugins/

It depends on what you need.  Hibernate plugin is in
pretty good shape. EJB stuff is kind of orphaned.
