Of course you need to make project-wide decisions like build system and version control, but here's a difference between saying "this is our standard Ant build" and saying "Everyone must use JBuilder on Windows". Forcing everyone into the exact same OS, IDE, and tools is ridiculous for anything but extremely large projects done by extremely unskilled programmers. In my experience, those are the worst projects to work on. This is the XDoclet list, not the dev-process list, so I'll leave it at that.
